§ 51.039 RATES AND CHARGES.
   There shall be and there is hereby established rates and charges for the use of and for the service supplied by the waterworks system of the village the following:
   (A)   For each residential, commercial, industrial and municipal user of the water service of the combined waterworks and sewerage system, (either a single metered user or a unit in a multiple use structure), there shall be a charge or rate based upon the amount of water consumed, as shown by the water meters, each quarterly period as follows:
      For the first 5,000 gallons - $6.80 (minimum charge)
      For all over 5,000 gallons - 1.36 per thousand gallons
      The quarterly basic user charge of water service shall be $6.80 per user (single family unit, apartment, flat or place of business) each quarterly period.
   (B)   Capital improvement and/or debt service charges. The capital improvement and/or debt service to pay the cost of the repair and improvement of the waterworks system and/or debt service on bonds or other form of indebtedness duly issued or incurred for that purpose, is hereby established in the amount of $14.99 per quarter for each single metered and multiple unit user of the waterworks system. The capital improvement and/or debt service charge shall be in addition to the minimum charge per quarter described above which allows the use of 5,000 gallons per quarter.
   (C)   The total of the basic user charge and capital improvement and/or debt service charge is summarized as follows:
      First 5,000 gallons per quarter - $21.79 (minimum charge)
      Over 5,000 gallons per quarter - 1.36 per thousand gallons
   (D)   Outside the corporate limits. For each residential, commercial, industrial and/or institutional user of the water service of the combined system (either a single metered user or a unit in a multiple use structure), situated outside the corporate limits of the village, there shall be a charge or rate based upon the water consumed, as shown by water meters, each quarterly period as follows:
      For the first 5,000 gallons - $32.69
      For all over 5,000 gallons - 2.04 per thousand gallons
   The minimum quarterly charge for water service for each user outside the corporate limits (single family unit, apartment unit, flat or place of business) shall be $32.69 per user. (150% of the rate applied to users within the corporate limits)
   (E)   Peotone Fire Protection District. For the use of and service supplied by the waterworks system to the fire protection district, the charge for bulk hydrant use in fighting rural fires shall be $327.00 annually, or $81.75 per quarter.
   (F)   Multiple connections. A multiple unit user is defined as any additional number of residential or commercial units located on the same premises and being served through a single water meter or sewer connection where there are no separate water meters for each such residential or commercial unit, such as apartment buildings, trailer courts, or commercial and residential units located within the same building. In all such cases, there shall be an additional capital service and/or debt service charge for each additional unit provided with water service and served by a single connection. The additional capital improvement and/or debt service charge for each such unit shall be added to the bill and computed in a manner hereinabove set forth.
   (G)   Effective date/Future increases. This section shall be in full force and effect with rates and charges established herein taking effect on the third quarter billing period of 1997. Thereafter, and unless altered by proper action of the President and Board of Trustees of the Village, the above rates shall automatically increase at the rate of 3% per annum, with effective date for said future 3% increases taking effect as of April 1 for each calendar year hereafter.
   (H)   Reduction. For the period of July 1 through September 30 of each year, the rate established in division (A) of this section for consumption in excess of 5,000 gallons shall be reduced by 50 cents per 1,000 gallons used in excess of 5,000 gallons for such time period for consumers, users or properties within the village. The reduction shall not apply to consumers, users or properties outside the village, nor shall it apply to the minimum charge for the first 5,000 gallons used.
