§ 51.030 RESPONSIBILITY FOR INSTALLATION.
   All service lines from the mains to the water distribution system of any premises shall be installed by and at the cost of the owner of the property to be served or the applicant for the service. Such installation shall be under the supervision of the Superintendent.
