No permit for a sewer or water main connection, or water or sewer main extension shall be issued unless the person applying therefor or the contractor shall have first procured public liability insurance in an amount of not less than $100,000 for injuries, including accidental death, to any person and subject to the same limit for each person in an amount not less than $300,000 on account of one accident, and property damage insurance in an amount not less than $50,000. The persons to be indemnified and saved harmless in said insurance policy shall be the village and the applicant for sewer connection, water service or sewer extension. A certificate of said insurance shall be filed with the Village Clerk.
