(A) All consumers, users or properties in the village shall pay such rates for the use and service supplied by the waterworks and sewerage system in such manner and amounts as shall be prescribed by ordinance of the President and Board of Trustees from time to time.
(B) All users of the waterworks and sewerage system of the village who occupy premises not within the corporate limits of the village shall be charged rates to be determined by the President and Board of Trustees from time to time. The special rates and charges for users of the waterworks and sewerage system outside the corporate limits of the village shall be not less than the rates and charges imposed for users within the corporate limits. The President and Board of Trustees also reserve the right to establish separate rates for users of the sewerage system who are not also users of the waterworks system. Such rates shall be based upon the estimated amount of water used by the applicant. No such rates or charges shall operate to reduce the revenues of the combined waterworks and sewerage system to the extent that such revenue shall be insufficient to meet all requirements of any ordinance hereinafter adopted authorizing the issuance of waterworks and sewerage revenue bonds.
