It is hereby made the duty of the Village Collector to render bills for service and all other charges in connection therewith and to collect all monies due thereon. Billings for water and sewer service shall also include garbage service and reference to service on bills rendered by the village shall include water, sewer and garbage services. No water or sewer bill may be reduced or compromised except with prior approval of the corporate authorities of the village and no individual trustee has the power or authority to modify a water or sewer bill.
