(A) There is hereby established an executive department of the village to be known and designated as the Combined Waterworks and Sewerage Department. The management and control of the Department shall be placed in charge of a Superintendent who shall be appointed by the President with approval of the Board of Trustees expressed by ordinance. The Superintendent shall qualify for office in the same manner as any elected official of the village and shall post bond in such amount as may be determined by the Village Board. The payment of premium for such surety bond required under the provisions of this section shall be considered an operation and maintenance expense.
(B) All other employees of the Waterworks and Sewerage Department shall be appointed by the President and Board of Trustees. The compensation of the Superintendent and other employees of the Waterworks and Sewerage Department shall be fixed by the President and Board of Trustees from time to time.
(C) The Superintendent, the Village Treasurer and Village Collector shall each month submit a report to the President and Board of Trustees to include the following data:
(1) Billings for service rendered and collections thereon.
(2) Application for new services and fees received.
(3) Expenditures of the Waterworks and Sewerage Department separated as to Waterworks Department and Sewerage Department.
(4) Volume of water billed, water unaccounted for and volume of flow at the treatment plant.
(5) Number of metered and unmetered users connected to the system.
(6) A description of repairs and extensions made to the system and other facts pertinent to the operation and management of the system.
