No person shall open any hydrant, attempt to draw any water from any hydrant, or in any manner interfere with or damage any of such hydrants. Notwithstanding, members of the Fire Department for the uses and purposes of such department and those persons specifically authorized by the Water Superintendent shall be allowed to operate and use hydrants. The use of hydrants to fill or “top-off” swimming pools is prohibited.
