1-4-1: PENALTIES ESTABLISHED:
   A.   General Penalty: Any other provision of this code to the contrary notwithstanding and except as otherwise set forth in this section, whenever there is a violation of any provision of this code, the minimum penalty for such violation shall be one hundred dollars ($100.00) and the maximum penalty for such violation shall be seven hundred fifty dollars ($750.00), plus costs. Penalties for the violation of any such provisions paid through the optional settlement procedure described in section 1-4-2 of this chapter shall be seventy five dollars ($75.00).    B.   Alcoholic Beverages: Penalties in addition to suspension under section 4-1-24 of this code governing the sale of alcoholic beverages are unaffected by this section and may be imposed as provided by title 4, chapter 1 of this code. Any other provisions of title 4, chapter 1 of this code governing the sale of alcoholic beverages to the contrary notwithstanding, any person, upon conviction and finding and being adjudged guilty, shall be fined not less than three hundred dollars ($300.00) and not more than two thousand dollars ($2,000.00) for each offense, and each day a violation continues to exist shall constitute a separate offense. A person found guilty of any violation of title 4, chapter 1 of this code for a second and subsequent violation shall be fined a minimum of five hundred dollars ($500.00) for each subsequent violation. In addition, upon a finding and the entry of a judgment of guilty, the court may assess, in addition to any fine ordered to be paid, costs of seventy five dollars ($75.00), payable to the village, which would be in addition to any costs assessed by the county circuit court clerk. Any and all fines imposed pursuant to this subsection shall bear interest at a rate of one percent (1%) per month on the unpaid balance from the date of fine imposition.    C.   Disorderly Conduct: For a violation of section 6-6-3 of this code, which prohibits disorderly conduct, the minimum penalty shall be three hundred fifty dollars ($350.00), and the maximum penalty shall be seven hundred fifty dollars ($750.00), plus costs. The penalty for a violation paid through the optional settlement procedure described in section 1-4-2 of this chapter shall be two hundred fifty dollars ($250.00).
   D.   Possession Of Cannabis And Drug Paraphernalia: Any other provisions of sections 6-7-1 and 6-7-2 of this code prohibiting the possession of cannabis and drug paraphernalia to the contrary notwithstanding, the penalties for the violation of said sections shall be as follows, plus costs: (Ord. 2015-1431, 2-3-2015; amd. 2016 Code)

      2.   Drug Paraphernalia:
         a.   For the possession of drug paraphernalia, the minimum penalty for a violation shall be three hundred fifty dollars ($350.00), and the maximum penalty shall be seven hundred fifty dollars ($750.00).
         b.   Penalties for possession of drug paraphernalia paid through the optional settlement procedure (if available under section 1-4-2 of this chapter) shall be three hundred dollars ($300.00).
      3.   Exemptions: Any other provisions of sections 6-7-1 and 6-7-2 of this code to the contrary notwithstanding, it shall not be unlawful for any individual who is a registered qualifying patient or a registered designated caregiver, as those terms are defined in the compassionate use of cannabis pilot program act found at 410 Illinois Compiled Statutes 130/1 et seq. (the "act"), to possess cannabis or drug paraphernalia for the purpose of engaging or assisting in the medical use of cannabis in accordance with the provisions of the act.
   E.   Zoning: Penalties for the violation of title 10 of this code as established by section 10-3-5 of this code are unaffected by this section and shall be imposed as provided by section 10-3-5 of this code. Penalties for the violation of title 10 of this code paid through the optional settlement procedure described in section 1-4-2 of this chapter shall be one hundred dollars ($100.00).
