§ 72.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 70.99 of this code.
   (B)   (1)   The owner and driver, if a separate person from the owner, of any vehicle found violating § 72.07 of this chapter shall be guilty of a misdemeanor and shall be fined pursuant to the following fine schedule:
         (a)   First offense: $50;
         (b)   Second offense: $75;
         (c)   Third offense: $100;
         (d)   Fourth offense: $125; and
         (e)   Fifth offense and subsequent offenses: Not less than $125 nor more than $500.
      (2)   Any and all subsequent offenses, in order to merit a fine as prescribed above, must be committed within a 12-month period following the date of the first offense.
   (C)   Any person who shall violate or refuse to comply with the enforcement of § 72.17 shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than $100.
