§ 92.01 DEFINITION OF CIVIL DEFENSE.
   For the purpose of this chapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
   CIVIL DEFENSE. The preparation for and the carrying out of all emergency responsibilities and functions, other than those for which military forces or other federal agencies are primarily responsible, to prevent, minimize, and repair injury and damage resulting from disasters caused by enemy attack, sabotage, or other hostile action, or by fire, flood, or other natural causes as provided herein. These responsibilities and functions include, without limitation, fire-fighting services, police services, medical and health services, rescue, engineering, warning, communications, radiological, biological, chemical, and other special weapons of defense, evacuation of persons from stricken areas, movement of persons to shelter, welfare services, emergency transportation, industrial plant protection, restoration of utilities, resources management and control, economic stabilization, continuity of civil government, and other functions related to civilian protection, together with all other activities necessary or incidental to the preparation for and carrying out the foregoing functions.
