The owner of a structure or other interested persons within the District, if such structure is vacant and uninhabited, shall provide sufficient maintenance and upkeep for such structure to ensure its perpetuation and to prevent its destruction by deterioration. Failure to do so subjects the owner or other interested person to the provisions of §§ 151.012 and 151.016.
