In the event any building, structure, landscaping, plantings, fence, or other exterior visible alteration or change is erected, installed, constructed, reconstructed, altered, maintained, or removed contrary to and in violation of the provisions of this subchapter or any application granted by the Board, then, in addition to or in lieu of the action as provided by this subchapter, the Village Council or its agent, any other proper authority of the village, or any aggrieved person may institute an action for an injunction, mandamus, or other legal proceeding to prevent such violation, and to abate any illegal condition, or to cause the removal of any illegal changes or alterations by appropriate legal means.
