In any bid proposal let by the city, there may be included therein the following statement:
As a part of the bid specifications, you are required to submit a list of all similar sales, installations, materials or jobs of equivalent magnitude, which you have performed or provided in the past five (5) years. In addition to considering all other bid items, your bid will be evaluated in light of past experience. Past experience will be used to aid the city in determining the qualifications of "lowest responsible bidder" as that phrase is used in Idaho Code section 50-342.
