16.36.010: PROCEDURE DESIGNATED:
The planning and zoning commission may recommend amendments to this title, and the city council, in acting on such recommendation or on its own motion, may amend said title from time to time; provided, however, that the procedure followed in such modifications shall be the same as in the original adoption of said title.
