Within five (5) years of approval of the final plat, fifty percent (50%) of the public improvements shall be completed. If, after five (5) years from the date of approval fifty percent (50%) of the public improvements have not been completed, the final plat shall be rendered null and void. No building permits shall be issued and no public improvements shall be permitted without approval of the city council. (Ord. 1219 § 1, 2002)
