A. Filing on the final plat shall be made within one year after action by the city council on the preliminary plat.
B. Failure to file a final plat within one year after action by the city council approving the preliminary plat shall cause all approvals of the preliminary plat to be voided; provided, however, that upon application of the developer, the city council may grant an extension for reasonable cause of the one year period for a time not exceeding ninety (90) days.
