A. No plumbing installed or altered in the city shall be used for domestic or commercial purposes until the same has passed the following inspections by the building inspector:
1. Inspection 1 shall be made before the roughing in work is covered. "Roughing in", as used in this section, means and includes the time in the installation of plumbing when all sewers, drains, vents and cleanouts, and hot water and cold water piping to all fixtures, both open and concealed work necessary to properly fulfill the sanitary provisions of this code, have been installed.
2. Inspection 2 shall be made at the time when the plumbing is ready for use.
B. Such inspections shall be requested by the person doing said plumbing and, upon failure to request the first inspection before the roughing in is covered, the building inspector shall require the opening of the walls or parts of the structure necessary for his complete inspection of the plumbing.
