The uniform code for the abatement of dangerous buildings is amended by the addition of the following subsection (201.01) to section 201, chapter 2:
The building official or his/her designee is hereby authorized to enforce the provisions of this code.
The building official or his/her designee shall have the power to render interpretations of this code and to adopt and enforce rules and supplemental regulations in order to clarify the application of its provisions. Such interpretations, rules and regulations shall be in conformity with the intent and purpose of this code.
The uniform code for the abatement of dangerous buildings is amended by the addition of the following subsection (19) to section 302:
Whenever any building or structure shows thirty three percent (33%) or more damage or deterioration, and said condition is allowed to exist for more than six (6) months before the same is placed back into a usable state in conformity with this code, or before the premises upon which it is, or was, located is placed back into substantially the same condition it had been in prior to original construction.
