So far as the provisions this code are the same as those in the previously existing municipal code, they shall be construed as continuations thereof; but subject to the above limitation and the provisions of section 1.01.090 of this chapter, the prior municipal code of the city of Payette, heretofore in force (except such as are of a private, local or temporary nature, including franchises, grants, dedications and specific levies for local assessments) is repealed.
