A. The commission shall consist of seven (7) voting members to be appointed by the Mayor and confirmed by a majority vote of the Council.
B. All appointed members shall be residents of the City for two (2) years prior to appointment and must remain a resident of the City during service on the commission. One member may be a resident of the Payette City Impact Area for two (2) years prior to appointment.
C. All appointed members of the commission shall be appointed for and shall hold office for a term of six (6) years. In the event of the death, resignation or any vacancy in said commission, such vacancy shall be filled by appointment by the Mayor and confirmation by the Council for the unexpired term of such member or members.
