The council may, upon the presentation of the report referred to in section 12.04.030 of this chapter, pass a motion or resolution indicating its intention to repair or construct new sidewalks and/or remove old sidewalks. Said resolution shall specify the amount or proportion of the expense of such improvement proposed to be assessed against the abutting property, and shall fix a time and place, not less than ten (10) days, for the hearing of protests against the proposed improvement.
