It shall be the duty of every person being the owner of, or having in his possession or under his control or charge, any horse or other animal which shall in any manner come to its death, within the corporate limits, to immediately remove the body or carcass of such animal beyond the limits of the City, and to bury or burn or otherwise dispose of the same, so that it shall not become offensive; and any person who neglects to comply with the provisions of this section, within twelve (12) hours after notice shall have been served upon him, shall be guilty of a misdemeanor.
