It shall be a misdemeanor for an applicant or licensee to make a material misrepresentation on his application, to perpetrate a fraud on any investigative official or agency, to operate a business as defined herein without first obtaining a business license or permit or to operate a business licensed under this chapter in contravention to the laws of the state or the ordinances of the city.
