Except as provided in §§ 51.26 and 51.27, the fee for new connection with sanitary sewer mains of the city by a commercial user or industrial user or institutional user shall be $450. For all new connections with sanitary sewer mains of the city it shall be the duty of the applicant, not the city to tap the sanitary sewer main and furnish all materials and labor necessary to connect the same with the sanitary sewer system of the city.
