(A) (1) The fee for new connection with the sanitary sewer mains of the city from any of the following described real estate shall be $2,737, plus the new connection fee set forth above of $250, for a total of $2,987: the west 40 feet of even width of Lot 10 and all of Lots 11, 12, 13 and 14 and the west half of Lot 15 in Block 1; Lots 1 through 15, inclusive, in Block 2 all of Lots 1, 2, 3, 4 and 5 in Block 4, all of Lots 1, 2, 3, 4, 5 and 19 in Block 5; all of Lots 1, 2, 3, 4, 5, 6 and 7, except the west ten feet of even width of Lot 7, all in Block 7, all situated in Kurtz First Subdivision, being a part of the east half of the southeast quarter of Section 17, Township 23 North, Range 10 East of the Third Principal Meridian, as shown by plat thereof recorded in Book 157 of Miscellaneous Records, Page 457, and amended certificate of surveyor recorded in Book 161 of Miscellaneous Records, Page 39, in the Recorder's Office of Ford County, Illinois, situated in the County of Ford and State of Illinois.
(2) The owners of the above described property had an opportunity to participate in a special assessment proceeding which would have assessed their land at $2,737 per building site, for the construction of the sewer mains adjacent to the property. Their refusal to join in the special assessment proceedings increased the cost to the city of approximately $2,737 per building site.
(B) The fee for new connection to the sanitary sewer mains to the city from all other real estate located in Blocks 1, 3, 4, 5, 6 and 7 in Kurtz First Subdivision, excepting that property described in division (A) of this section shall be $1. The property was included in a special assessment proceeding established for the construction of new sewer mains through the property which benefitted not only those properties included in the proceeding but also other properties which may connect to the sewer system in the future.
