Except as provided in §§ 51.26 and 51.27, the fee for new connection with sanitary sewer mains of the city by a residential user shall be $350. For all new connections with sanitary sewer mains of the city it shall be the duty of the applicant, not the city, Illinois, to tap the sanitary sewer main and furnish all materials and labor necessary to connect the same with the sanitary sewer system of the city.
