It is the intent of the city to maintain effective employer-employee relations and to give any employee an opportunity to present and discuss any grievance. The grievance procedure set forth in §§ 33.20 through 33.26 are designed to resolve any problem informally when it arises while recognizing that there may be grievances which can be resolved only after formal appeal and review.
