3-1-1: NUISANCE DEFINED:
Anything which is injurious to health, or is indecent, or offensive to the senses, or an obstruction to the free use of property, so as to interfere with the comfortable enjoyment of life or property by an entire community or neighborhood, or by any considerable number of persons, or unlawfully obstructs the free passage or use, in the customary manner, of any navigable lake, or river, stream, canal or basin, or any public park, square, street or highway, is a public nuisance. 3-1-2: NUISANCES ENUMERATED:
Nuisances shall include, but not be limited to, the following:
   A.   Animals At Large 1 : Any cattle, horses, chickens, ducks, geese, turkeys, hogs or sheep running at large in or upon the public commons, alleys, streets, sidewalks or upon any private premises other than that belonging to the owner of such animals.
   B.   Hogs: The keeping of any hogs within the limits of the original townsite of the city as platted.
   C.   Animal Carcasses; Decaying Matter: All putrid or decayed carcasses, fish or vegetables.
   D.   Unwholesome, Offensive Substances: All deposits of manure, entrails, offal or other unwholesome substances, or filthy or offensive water or slops, when thrown or conducted upon any street, alley or sidewalk or enclosure so as to be unwholesome.
   E.   Slaughterhouses And Privies In An Offensive Condition: All slaughterhouses or privies that become offensive from use.
   F.   Businesses And Buildings In An Offensive Condition: All markets, stores, cellars or other buildings or places which are not kept clean and free from all putrid or unwholesome substances.
   G.   Disease Carrying Substances; Obstructing Public Ways: All substances or deposits which are offensive or liable to cause any disease, or any article or substance placed upon any street, sidewalk, alley or public ground so as to obstruct the same or annoy passers thereon.
   H.   Certain Businesses And Animal Homes Near Water Supply: All tanneries, corrals, privies, pigsties, slaughterhouses or stables located upon any waterway or stream of running water used for domestic purposes. (1975 Code § 4-308)

3-1-3: MAINTAINING A NUISANCE:
Every person who shall commit or maintain a nuisance in any form, or who shall wilfully omit to perform any legal duty relating to the removal of a nuisance, is guilty of a misdemeanor. (1975 Code § 4-309)
