All parcels of property contiguous to "gateway streets", as described in section 5-9-2 of this chapter, shall comply with this section when constructing any fence after the effective date hereof. Any fence constructed along the sides or front edge of any front yard on property on or contiguous to a gateway street shall be a nonprivacy fence and not more than four feet (4') in height.
