5-9-4: MAINTENANCE OF CONTIGUOUS PROPERTY:
For all parcels of property contiguous to "gateway streets", as described in section 5-9-2 of this chapter, the yards and setback areas adjoining any public street, including, without limitation, gateway streets and their cross streets, must be landscaped and maintained. For purposes of this section, the term "landscape" shall mean, at a minimum, the intentional growing of a grass lawn, or other similar ground covering vegetation, over the entire yard and setback area. Provided, however, that areas improved and used and maintained as off street parking driveways, walkways, gardens or flowerbeds shall be exempt. For purposes of this section, the term "maintained" shall mean the exercise of all reasonable and customary activities to preserve vegetative matter in a healthy, clean, trimmed or pruned, weed free condition as well as the exercise of diligence in preventing the accumulation of debris, trash, garbage, inoperable equipment, waste, trimmings or clippings, appliances, indoor furniture or use of the yard and setback areas for storage of anything not intended for regular use in the yard or setback area itself.
