1703.29   VACANT PROPERTY.
   “Vacant Property” means any residential or nonresidential structure which is abandoned, or at which substantially all lawful activity or occupancy has ceased. Structures may be deemed abandoned when there is evidence of conditions, taken separately or as a whole, which would lead a reasonable person to conclude that the owner has relinquished possession or control of the structure. In determining whether a structure is vacant, it is also relevant to consider, among other factors, the percentage of the overall square footage of a structure or floor not in use and the presence of rental or for sale signs on the premises.
