“Owner” means any person that has legal or equitable title to premises, has lawful possession of premises, or otherwise has the right to exercise control over premises. The person who signs the application for a certificate of occupancy for any premises shall be deemed prima-facie to be the owner of such premises. There may be more than one “owner” of premises for purposes of this Code.
