The Building Commissioner and the officers and employees of the Division of Buildings authorized by the Commissioner shall, as far as may be necessary for the performance of their duties, and upon showing their badge of office, have the right to enter, at any reasonable hour, upon any building site or premises or any occupied or unoccupied building where work regulated by these Regulations is being done or is alleged to be under way or damaged or menaced by fire or in a hazardous condition, for the purpose of inspecting the work. No person shall fail to provide easy and convenient entry to any building site or premises, occupied or unoccupied, or interfere in any way with them in the performance of such duties.
