The Building Commissioner is hereby authorized to promulgate and enforce rules and regulations not inconsistent with these Regulations governing the installation, re-installation, repair, replacement in whole or in part, resetting, alteration, conversion and moving of all gravity warm air heating systems, warm air air-conditioning or mechanical systems, the installation of any kind of conversion burner in warm air heating systems or the installation of gas-fired unit heaters.
