All certificates of registration and all renewals thereof shall expire on December 31 of each year. They may be renewed, providing all noncompliance with or violations of these Regulations by the registrant have been cleared, upon application for renewal thereof to the Commissioner, upon the filing of a similar bond as required for an original registration and upon payment of a renewal fee as set forth in Chapter 185 (the General Fee Schedule).
