The person in charge of equipment prior to the enactment of this Air Pollution Code (Ordinance 221-70, passed July 19, 1971) which does not conform to this Code by December 31, 1971, shall submit, within six months of the enactment of this Code, to the Air Pollution Control Center, for approval, a program for ultimate conformance to this Code. Semiannually thereafter such person shall submit reports indicating progress to the satisfaction of the Building Commissioner towards ultimate conformance to this Code. No person shall fail to submit the program and progress reports required by this section.
The penalty provided in Section 1530.99 for a violation of this Code shall apply to violations of this section.
