No person shall cause or allow a discharge from any source whatsoever of such quantities of air contaminants which cause injury, detriment, nuisance or annoyance to any considerable number of persons or to the public or which threaten the safety of any such persons or the public or which cause or have a natural tendency to cause injury or damage to business property. Such nuisance may be summarily abated by the Building Commissioner or his duly authorized representatives. Such abatement shall be in addition to the penalty provided in Section 1530.99.
