(a) Wherever a parking lot has been established in Industrial "A" and Industrial "B" Use Districts and such parking lot is adjacent to or abutting any Single-Family House Use District, Two-Family House Use District or Apartment House Use District, no exits or entrances affording ingress and egress to or from such parking lot shall be constructed whereby ingress and egress into and upon the public ways of such Single-Family, Two-Family or Apartment House Use District is effected. All such parking lots shall have entrances and exits only upon streets that abut such Industrial "A" and Industrial "B" Use Districts.

(b) The Board of Building Appeals shall have sole authority to permit any change affecting ingress and egress as aforesaid.
