1529.30   CONSTRUCTION OF PARKING LOTS AND DRIVEWAYS; SPECIFICATIONS.
   (a)   Parking areas and driveways shall have a smoothly graded, stabilized surface and adequate drainage, and, when located in a side yard, such parking areas may not be nearer than five feet from the side lot line of a lot in any Single-Family, Two-Family and Apartment House Use Districts. All that land lying between the edge of a parking area and the side lot line shall be kept free from refuse and debris and shall be landscaped and maintained with at least one hedge row of hardy shrubs, not less than five feet in height. Appropriate bumper guards, where needed, shall be provided and in residence districts, where open land parking space is provided, bumper guards shall not be placed nearer than twenty-four inches from any street line, side line or rear property line. Lighting, if provided, shall be arranged so that adjacent residential areas will be shielded from glare caused by the same.

   (b)   Any commercial establishment with a parking lot within thirty feet of a dwelling shall have signs posted requiring head-in parking only in the area abutting the property upon which the dwelling is situated. Signs shall be twelve inches by eighteen inches in size and one sign shall be placed for every four spaces on the abutting side of the property.
   (c)   Parallel parking shall be prohibited in any commercial parking lot area that is within fifteen feet of a dwelling.
