(a) Before commencing work on any parking lot, parking area or driveway in the City, the contractor and/or owner of the property involved shall first secure a permit from the Department of Public Safety and the fee for such permit shall be as set out in Chapter 185 of the Administrative Code (the General Fee Schedule).
(b) No permit shall be issued for such parking lot, parking area or driveway until plans and specifications have been submitted to the Building Commissioner and the parking lots are approved by the City Engineer for adequate drainage.
