1529.27   ANTENNA SUPPORT STRUCTURES AND ARRAYS.
   (a)   As used in this section:
      (1)   Antenna" means a device for radiating and/or receiving radio or television waves and includes antenna arrays, satellite receiver dishes and their accompanying antenna support structures.
      (2)   "Antenna array" means an antenna consisting of two or more radiating elements, generally similar, which are arranged and excited in such a manner as to obtain directional radiation patterns. It includes any structural members which are necessary to maintain the proper electrical or spatial relationships between the radiating elements, but does not include the mast or other structure used to support the array as a whole, nor does it include the transmission line which supplies energy to or receives energy from the array as a whole.
      (3)   "Antenna support structure" means the mast or other structure used to support an antenna, antenna array or satellite receiver dish and maintain it at the proper elevation.
      (4)   "Satellite receiver dish" means an electronic device which can transmit or receive signals to or from satellites through earth-bound receiving or transmitting stations. This definition includes satellite receiver dishes of solid or mesh construction.
   (b)   When mounted on the ground within the City, the erection, maintenance or use of an antenna support structure with antenna array shall be subject to the following conditions:
      (1)   Only metal construction shall be allowed for the antenna support structure.
      (2)   A concrete base shall be employed.
      (3)   When located in any residential district, antenna support structures shall be not more than six feet square at the base, and the highest point of the antenna shall be not more than fifty feet from grade level.
      (4)   Antennas shall be designed and constructed to withstand winds of not less than eighty-five miles per hour in a manner conforming with good engineering practice.
      (5)   Antenna arrays shall not overlap adjoining property.
      (6)   No portion of the antenna support structure shall be erected in a front yard or side yard or within ten feet of any lot line or within fifteen feet of the right-of-way line on a corner lot.
      (7)   A construction permit shall be obtained in accordance with the General Fee Schedule (Chapter 185 of the Administrative Code) prior to any construction, addition or alteration, but no grade permit shall be required. Prior approval of the City Planning Commission shall be required where the height from grade level to the top of the antenna is ten feet or more in any residential district.
   (c)   The erection, maintenance or use of an antenna support structure with antenna array, when mounted on a building or other appurtenance within the City, shall be subject to the following conditions:
      (1)   Only metal construction shall be allowed for the antenna support structure.
      (2)   The highest point of the antenna shall be not more than fifty feet from grade level in any residential district.
      (3)   Antennas shall be designed and constructed to withstand winds of not less than eighty-five miles per hour in a manner conforming with good engineering practice.
      (4)   Antenna arrays shall not overlap adjoining property.
      (5)   Where the height or width of the antenna is ten feet or more, approval of the City Planning Commission and a construction permit shall be obtained in accordance with the General Fee Schedule (Chapter 185 of the Administrative Code) prior to any construction, addition or alteration, but no grade permit shall be required.
   (d)   The erection, maintenance or use of a satellite receiver dish or its antenna support structure on the ground within the City shall be subject to the following conditions:
      (1)   Only metal construction shall be allowed for the antenna support structure.
      (2)   A concrete base shall be employed.
      (3)   Maximum height to the top of the antenna shall be fifteen feet from grade level in any Single-Family or Two-Family House District and twenty feet from grade level in any Multi-Family District.
      (4)   Maximum width of the satellite receiver dish shall be fifteen feet in any Single- Family or Two-Family District and twenty feet in any Apartment House District.
      (5)   Antennas shall be designed and constructed to withstand winds of not less than eighty-five miles per hour in a manner conforming with good engineering practice.
      (6)   No portion of the antenna shall be erected within a front yard or side yard, or within ten feet of any lot line, or within fifteen feet of the right-of-way line on any corner lot.
      (7)   A construction permit shall be obtained in accordance with the General Fee Schedule (Chapter 185 of the Administrative Code) prior to any construction, addition or alteration, but no grade permit shall be required.    (e)   The erection, maintenance or use of a satellite receiver dish or its antenna support structure, when mounted on a building or other appurtenance within the City, shall be subject to the following conditions:
      (1)   Only metal construction shall be allowed for the antenna support structure.
      (2)   In any residential district, maximum height to the top of the antenna shall be three feet from the point at which the antenna support structure is attached.
      (3)   Maximum width of the satellite receiver dish shall be three feet in any residential district.
      (4)   Antennas shall be designed to withstand winds of not less than eighty-five miles per hour in a manner conforming with good engineering practice.
      (5)   A construction permit shall be obtained in accordance with the General Fee Schedule (Chapter 185 of the Administrative Code) for any construction, addition or alteration.
   (f)   There shall be a limit of two antenna arrays or one satellite receiver dish and one antenna array per lot in any residential district. No form of advertising or identification shall be allowed on antennas located in residential districts of the City other than manufacturer's identifications of not more than ninety-four square inches.
