1529.11   ACCESSIBILITY TO BLIND ATTICS, ROOFS.
   (a)   In case a dwelling is finished with a "blind attic," access shall be provided by a trap door or a manhole.
   (b)   Every flat-roofed structure shall be equipped with a trap door to provide access to the roof.
