No proceeding under this chapter may be maintained unless one or more of the following named officers finds that a public nuisance in fact exists: the Director of Public Safety, the Chief of Fire or the Building Commissioner.
In the event of a proposed summary abatement, no public nuisance shall be summarily abated until and unless one or more of the aforesaid officers finds that the summary abatement of such nuisance is necessary.
