1523.02   ASPHALT SHINGLES.
   (a)   Quality. Asphalt shingles shall be of a quality not less than that required for Class C roof covering materials as listed by Underwriters Laboratories, Inc. The minimum shipping weight per square shall be 205 pounds for square butt strip, 210 pounds for hexagonal strip and 240 pounds for individual shingle.
   (b)   Underlay. Before applying asphalt shingles, except on roof slopes of seven or more in twelve, the sheathing shall be covered with an underlay of asphalt-saturated felt weighing approximately fifteen pounds per square or of asphalt-saturated and coated building paper weighing approximately ten pounds per square.
   (c)   Double Thickness. Except at cutouts and spacing between shingles not in excess of three-fourths inch, the applied roof covering shall provide double thickness at all points.

   (d)   Reroofing. For all reroofs over existing asphalt shingles only, interlocking asphalt shingles of 180 pounds per square shall be permissible.
