A granular leveling course of not less than two inches in depth and made of stone, gravel, limestone screenings or other nonsettling material approved by the Building Commissioner shall be installed as a subgrade. Excavations or trenches under a drive shall be compacted or filled with a nonsettling material. The subgrade or base shall be dampened if dry before pouring.
