The Wetland Review Board shall be created as soon as practicable. The City Wetland Review Board shall be made up of the Mayor or his or her designee, the Service Director or his or her designee, three members of Council, three citizens of the City selected by the Mayor and by City Council and ratified by the City Council and a representative of developers as designated by the Mayor and ratified by Council. The Review Board shall meet once a month and its meetings shall be governed by Robert's Rules of Order and be open to the public. This board shall be responsible for drafting, enhancing, and reviewing wetland protection regulations and procedures consistent with this chapter. Said regulations shall preclude, prohibit and otherwise deny the development of wetlands under after the developer has met the procedural steps contained in Section 1508.05, which shall be included in the wetland regulations for the City.
