No person, party or entity shall drain, dredge, fill, excavate, build upon, pollute or otherwise degrade or reduce the extent of any wetland that is greater than or equal to one-third (0.333) of an acre in size, no matter where located on the property, no matter whether an isolated pocket of wetland, and no matter whether an aggregate of wetlands on said property, except as otherwise provided for in this chapter.
