At the time of securing a building permit, the owner and/or contractor of a lot shall make an application for a yard grading permit. Whenever an owner and/or contractor desires to construct a yard sidewalk or a driveway, the owner and/or contractor of the lot shall make an application for a sidewalk or a driveway grading permit. Where the sidewalk and the driveway are to be constructed at the same time, both permits may be issued under the one application. The fees shall be as set out in Chapter 185 of the Administrative Code (the General Fee Schedule).
The word "driveway" includes a partial driveway, an extension of a partial driveway, the cement platform and the foundation of a garage or other accessory building, and where such are not to be constructed under one application, then separate applications and permits must be obtained for separate portions of work to be constructed.
The application shall be made upon forms prescribed by the Building Commissioner.
This section shall not apply where the application for a building permit is not for a new dwelling, either single or multiple, or a new commercial building, and where it appears to the Building Commissioner that the natural grade or the established grade of the lot is not to be changed. In no event shall any contractor or agent of the contractor perform any work until he has had an inspection made by the Building Commissioner and secured the approval of the Commissioner therefor.
