1507.12   FOOTING REQUIREMENTS.
   (a)   Footings shall be of plain concrete, reinforced concrete, brick or stone.

   (b)   When footings are built of plain concrete, the courses shall not be less than eight inches thick and twenty inches wide, and the offsets not more than three-quarters of the thickness of each course. If built with offsets, the maximum unit stress of the projections acting as a beam must not exceed sixty pounds per square inch extreme fiber.

   (c)   If reinforced footings are used, they shall be designed subject to the approval of the Building Commissioner.
   (d)   If footings are built of brick, the bottom course shall be stretchers and the second course headers, both courses to be the full width of the footings and the bottom course to be laid on a heavy layer of mortar to insure uniform bearing on the soil for the full width of the footings. Where stepped brickwork is used for footings and if laid in a single course, all courses shall be headers and the offsets shall not exceed two inches; if laid in double courses, the first course shall be stretchers and the second course headers, and the offsets shall not exceed four inches.
   (e)   Where stone footings are used, the stone shall be at least six inches thick, bedded in mortar, and the offsets shall not exceed three-quarters of the thickness of the courses below.

   (f)   To ensure proper drainage for both new and replacement drain tile installations, slag, stone or gravel must be placed on the foundation drain tile eighteen inches wide and to a sufficient depth such that the slag, stone or gravel is not less than two feet from grade.
