(a) The footings for retaining walls, foundation walls and columns are to be started on undisturbed soil on a level surface, or on rock, where obtainable.
(b) Footing plans filed in the Division of Buildings shall be accompanied by a statement of the character of the soil at the level of the bottom of the footings.
